MINUTES OF THE MEETING HELD IN DARWEN TOWN HALL, ON TUESDAY, MARCH

5. Public Forum
Mr Tony Foster gave details of Darwen items which are being loaned to Darwen Heritage
Centre by the borough council. He thanked Coun Smith for his help and invited councillors
to a preview at the centre on March 19th between 2 and 4 p.m.
6 Mayor’s update
No events, but the Mayor had welcomed the success of the brass band’s success in a
regional final which has seen them through to the national final in September.
7. Deputy leader’s report
Coun Connor gave a report from Darwen Deal which is to meet on March 13th and said
there is to be a meeting between the borough council and the market traders on March
14th. The Balle Street site for industrial units was progressing and one firm who had
planned to move out, has now decided to stay, which is good news.
8. Welcome to Darwen sign
Coun Smith said the sign had been moved to a new location as the old one had been hit in
an accident. An old boundary sign had been discovered and it was agreed to restore this
as part of the next phase of the industrial heritage project.
9 Correspondence
Nomination packs for the new town council have been distributed.
10 Updates
Coun Davies said there are no events for the town crier until June.
Ashton Park has applied for a grant and the application will be discussed by the parks
committee.
Coun Davies said there is no events update as no events are being planned after Darwen
Live due to the works planned in the town square. Coun Connor said the events planner
Laura Johnson is planning the June event and has asked for contributions towards
providing entertainment at the artisan markets, but this is to be decided when the new
council is installed.
Coun Taylor said no grant will be needed for the Healthy Darwen Days on May 17th to 19th.
The cellars which the town council paid for during COVID have been very well used and
saved the health centre high rent.
11. Finance
.
Payments:
£800 for R Hay for salary and expenses.
£273.99 – postage, computer security and Microsoft updates, new printer.
£645 – Find Me A Business, annual website fee.
£450 – Annual website updates fee.
£1,000 – Darwen Ladies Football grant.
£960 – A D Castings for tower moulds.
It was agreed to grant the cricket club and AFC Darwen £2,500 and Darwen Heritage
Centre, £3,000. This is the annual grant which has been the same since the tenure of the
present council. The groups can apply for further funding when the new council is installed
in May or via the town awards.

The Blackburn & Darwen Band have recently competed in the North West Area Regional championships at the Winter Gardens in Blackpool and that after a strong performance they were awarded 3rd place which  qualified them for the National Championships in Cheltenham in September.

The Town Council who sponsor the band’s Annual Festival of Brass, which draws in many bands from around the north to Darwen welcome this achievement which the band deserves; as those who have had the pleasure of watching and listening to their excellent local performances will testify.

The Annual Festival of Brass is scheduled to take place this year on Sunday 9th June, in the Town Centre Square.

MINUTES OF THE MEETING HELD IN DARWEN HERITAGE CENTRE, ON TUESDAY,
FEBRUARY 6TH, 2024

These were agreed.
4.1 Heritage/Industrial Past Project
Coun East had secured a quote for repainting the towers on the leisure centre (£1,254),
restoration of Earcroft pump (£2,931) and Methodist graves (between £3,244 and £3,844).
These were accepted, with the exception of the graves project which is to be discussed to
ensure the correct work is done. A project for India Mill (£4,923) and India Mill wallpaper
printer (£5,000) to be completed in 2025 and so the final decision on the viability of the
project to be taken by the new council after May.
It was agreed that towers could be commissioned to sell and as spares. Coun East is to
obtain a quote for 10, 20 and 50 to compare the best deal. Prices could be for sprayed and
non sprayed.
Coun East to organise advertising on the town council website to gauge pre sales.
4.2Policing in Darwen
The Police and Crime Commissioner had replied as below:
Sergeant Dutton of the Darwen Neighbourhood Policing Team who has been in the post
for just over 6 months said:
In this time period – through the interventions of the Neighbourhood Policing Team,
alongside the Neighbourhood Taskforce who are based from
Darwen Police station, there has been:
 30 per cent reduction in Burglaries
 23 per cent reduction in vehicle crime
 27 per cent reduction in anti-social behaviour.
Having the resources of the Neighbourhood Policing team and Neighbourhood taskforce
available on a daily basis allows the team to focus on issues highlighted within the locality
and resolve them as soon as possible.
In relation to the Neighbourhood policing team- as with any organisation- officers have
been off with illness – however one of them has now returned and the other will be
returning within the foreseeable future.
The funding secured from the Home office for anti-social behaviour known as Operation
Centurion – has also allowed the Neighbourhood team to focus resources on the areas
with increased anti-social behaviour and this funding is available for the foreseeable
future.
4.3. Large poppies
.
Coun Slater said poppies had been placed on the spitfire.
5. Public Forum
Mr Tony Foster asked whether an equipment project for Friends of Darwen Cemetry would
come under the town awards and this was agreed.
6 Mayor’s update
The Mayor had attended Darwen Brass Band’s Snowman performance and the
pantomime at St Cuthberts and enjoyed both events.
7. Deputy leader’s report
Coun Connor gave a report from Darwen Deal and said the Balle Street site for industrial
units was progressing along with other manufacturing projects which will bring in jobs into
the town. Also plans for a café at the side of the library and it is hoped this will attract more
investment into the town.
Councillors expressed concern that all projects were not public knowledge and also that a
project for the new youth zone will lead to less car parking spaces. Coun Connor agreed to
ensure a link to the Darwen Deal information is made available on the town council
website.
Also agreed to invite the main players of Darwen Deal to a future meeting.
Coun Connor had also responded to a survey by the Society of Clerks on the actual
involvement of town and parish councils in town deals.
8. Correspondence
BWD’s Local Plan update had been circulated via round robin.
9. Annual Awards
Coun Connor had prepared and circulated a draft budget which includes the annual
awards. Ideas and questions to be discussed at the March meeting.
10. Scooter rally
A request for up to £3,000 in funding had been received. The council is keen for the event
to become self sufficient and is to ask for a business plan/breakdown of costs for the
March meeting..
11 Updates
Coun Davies had circulated a comprehensive report on events and this was agreed. The
brass band competition has been moved to June 9th.
Coun Smith discussed the planning application for the new youth zone which will lead to
the loss of some car parking.
Coun East said there had been 3 applications for the town awards. Darwen Ladies FC had
been awarded £1,000 for new kit. Coun Slater asked that the money only be awarded if the
town council was recognised as the main sponsor on the kit and this was agreed.
Applications for money for a fridge at St James’s Community Centre and a hoist for
Derwent Hall are still under discussion.
Darwen Fire Cadets who had attended a previous meeting and asked for funding, are still
putting their application together.
12. Finance
In – £378.08 – proceeds of Mayor’s charity concert

4.1 Heritage/Industrial Past Project
Coun East gave a comprehensive update on the progress of the project which so far has
been a great success, with top level work from the contractor Shane Johnstone. So far
The Globe, Whitehall Tramway and a fresco, which is to be finished and the drum near
The Spinners have been renovated.
Coun East said as the council embarks on the next stage, railings around the Boer War
memorial need painting, also at Belgrave Square, where work to tidy up the area is also
needed.
The council needs to decide whether to buy the Darwen Tower mould and if any further
towers are needed.
Mr Johnstone is to be asked to quote for the next phase at India Mill and Earcroft. Coun
East said BWD may help where the project is in the conservation area and Coun Slater
suggested CAPITA be asked for a donation towards the India Mill project
4.2Policing in Darwen
Coun Smith had put together a response from the town council to the police commissioner
as below
“Whilst we very much welcome the extra resources provided via Operation Centurion we
realise that these are only temporary over the life time of the special operation.
The Town Council is still concerned about the low level of Neighbouring Policing based in
Darwen. As at 18/11/23 there is just 1 Sgt and 3 PC’s (one of whom is on long term sick
leave), and just 4 PCSO’s (one of whom is on long term sick leave). We feel that a total of
just 6 current active officers for a town, plus the rural villages, with a population of around
32,000 people is inadequate to deal with the problems faced.
We realise that the day to day deployment of officers and operational decisions are made
by the Chief Constable and his team, but we would be grateful if you could liaise further
with the Chief Constable to try to permanently increase resources within Darwen and the
surrounding villages.”
4.3. Large poppies
.
Following a request from Mr T Foster of the Darwen Heritage Centre, Coun Connor had
spoken to the RBL re the purchasing of large poppies to display in town next year to mark
the 80th anniversary of D Day and also commemoration of the end of World War II. It will
need someone to put the poppies up and it was suggested either a lengthsman from one
of the parishes is approached if self employed or the flag contractor to secure a price.
4.4 Town council election cost
Coun Smith had further discussed the cost of the election with BWD and it was confirmed
the town council will be charged a third of the costs for the polling station and staff on
election day, but only at polling stations where town council polls are being held. There
should be combined poll cards and the town council will be apportioned for those
households. There has to be separate polling packs for the town council elections
because the printers are already scheduled for BWD and the police crime commissioner
months in advance and the town council’s can’t be done until after the close of
nomination.
The grant from the Government toward the police and crime commissioner elections is for
this election only.
5. Public Forum
None.
6 Mayor’s update
The Mayor had attended the annual Christmas lights switch on, which had been very well
attended and also the brass band concert in aid of The Mayor’s Charity, which was also a
great success and raised £378.08.
7. Deputy leader’s report
Coun Connor gave a report from Darwen Deal and said the Balle Street site for industrial
units was progressing. It was agreed Coun Connor will discuss the council’s legacy plan
for lighting up the town hall at the next Darwen Deal meeting.
8. Correspondence
The annual report from Darwen’s Age Concern had been circulated.
9. Updates
Coun East said there had been no town award applications and no further information yet
from the fire cadets or the Scouts.
The town crier had attended the Christmas lights switch on. Coun Davies is putting
together a list of events for 2024.
There are no new parks applications, but many events up to Christmas in the parks.
10. Finance

Payments:
£800 for R Hay for salary and expenses.
£2,500 – BWD for afternoon variety show donation.
£137.50 – Darwen RBL for wreaths.

4.1 Heritage/Industrial Past Project
Councillors to vote on phase two and funding at the December meeting.
4.2Policing in Darwen
The Police and Crime Commissioner said he shared the council’s concerns in relation to
anti-social behaviour (ASB), however, the day to day deployment of officers and
operational decisions are made by the Chief Constable and his team, ensuring that the
Constabulary have the right resources in the right place on any given day to take the fight
to criminals and keep areas like Darwen safe.
Mr Snowden said that over the last two years, the establishment for the Neighbourhood
Policing Team has stayed the same. However they have had an increase of 1 Police
Constable for the taskforce establishment. In Blackburn with Darwen’s Neighbourhood
Policing Team, there are four sergeants, 14 Police Constables (2 of there are BID funded)
and 26 PCSO posts. There is also a Taskforce team with 1 Sergeant and 6 Police
Constable’s.
Getting Tough on ASB is the Commissioner’s top priority in his Fighting Crime Plan. The
Commissioner and Lancashire Constabulary have officially launched a further 8 Op
Centurion Areas that will benefit from additional resources to tackle ASB within their local
areas. Through funding secured from the Home Office, Darwen will benefit from additional
police foot patrols from October 2023.
It was agreed that the response had not really answered the original query as it had also
included Blackburn in the reply. It was agreed that Coun Smith would send in a response
asking for further clarification.
5. Public Forum
Mr Tony Foster raised the lack of poppies around the town in public places and asked if
this could be rectified in 2024 as it is the 80th anniversary of D Day and also
commemoration of the end of World War II.
Coun Connor said he would get in touch with the local Royal British Legion to see if
anything could be done for this year and to ensure poppies are displayed in 2024.
6 Mayor’s update
None.
7. Deputy leader’s report
Coun Connor said the brass band has entered a competition in the south of England and
come 6th, which was excellent news.
8. Town Council Election Cost
Coun Connor gave details of his discussion with BWD re the election costs. A copy of the
response had been circulated to members, with ideas of how to finance without putting too
much strain on the precept. Coun Smith said the town council needs to concentrate on the
costs of the polling stations which like staff costs, are fixed, costs of the postal vote packs
and ask for the PCC grant to be distributed proportionately. Coun Smith to discuss with
BWD.
9. Correspondence
A letter asking for help with funding had been received from Darwen Scouts and the clerk
asked to refer the group to the community awards scheme.
Sent on the round robin were BWD’s climate impact framework, supplementary planning
document and further consultation on a plan to divert footpath 91 Darwen at Lord’s Hall.
10. Updates
Coun Brookfield said an application by Bold Venture Park had been agreed to pay for a
revamp of the sculpture trail at a cost of £3,397.20. Invoices to be sent to the clerk to
reclaim VAT.
Coun Davies had informed BWD of the council’s decision to increase the contribution
towards the Christmas lights for this year and will then be reviewed annually. The town
crier is to be involved with more events in Darwen.
Coun Brookfield gave details of a brass band concert on Sunday, December 10th at
Darwen Library Theatre at 2 p.m. in aid of the Mayor’s charity. Tickets are £6 and she
urged all members to attend.
Coun Hamer said there had been no town award applications and no further information
yet from the fire cadets.
Coun Slater asked for more details on a planning issue regarding the youth centre and the
car park at the back.
Coun Taylor asked that costings be found for lighting up the town hall as a legacy of the
